Good Resources:

For Levels, storage, historical data for pretty much every Texas reservoir : http://waterdatafortexas.org/

For some lakes current discharge rates: http://www.swf-wc.usace.army.mil/reports/fish.htm

For all practical purposes, yes. Going back to the drought any rain that did fall out there just soaked in. Even all the rain we've gotten I don't think those areas have gotten the saturation needed for sustained river flow.

Anyone local to those areas able to chime in with more detail?
I'm in the San Angelo area. The Colorado and Concho have water in them pretty much everywhere in the area, but not always flowing. With all of the dams on people's land and pumping for irrigation, it will take a couple more 100 year floods to quickly bring up Ivie, Fisher, Spence, Twin Buttes. Lots of brush has grown up from the drought too. It is still an uphill fight but we are sitting way prettier than we were 2-3 years ago. We keep getting rain, the really good stuff usually just misses the best water shed areas by a couple miles.

According to this, http://www.waterdatafortexas.org/reservoirs/individual/buchanan/rating-curve/twdb/2006-03-01, between 1017 and 1021 the additional storage is 87,466 acre feet.

When you can raft the Rio Grande in Big Bend, it is a vast improvement in available water there. And rafting has been decent this spring.
