Texas stripped lower receiver sale question

I've got a firearms sale question. In Texas, is it legal for me, a non-FFL, to sell a used stripped lower receiver (stamped as a rifle) to someone who is between the ages of 18 and 21? He's a non-felon US citizen and we both live in Texas.

As an FFL, yes, that's legal for a non-FFL.

Also doesn't matter if it's pistol marked. A non-FFL can sell a pistol in state to someone 18-20 as long as that person can otherwise possess a firearm.

It's not illegal for a 18 year old to have a pistol, it's just not legal for a dealer to sell them one. Go figure.

But same with stripped rifle lower though? As long as an ffl doesn't sell it?
