Get some malathion at lowes from spectricide, it is 50% ai. Put 2tbs per gallon of water and hit your trees, shrubs, under roof lines, and other problem areas with it. It will work very quickly and is safe once it dries. $7 of chemical will make 48 gallons of solution. Keep some mixed up and spray after it rains and you will knock most everything back.

I am no expert but I fully expect that it will be a total loss. And most people sold their water to San Antonio so there isn't any corn or cotton.
