In scouts we used the powdered sulfur mixed with baby powder. I never had a problem!

It will probably be simpler for you to find deep woods off/something with DEET in it. It works.

Tuck pants inside boots if outside for just a short while.
Wear chaps. I wear snakeproof chaps everywhere and rarely get a chigger when wearing them.

Back in the day, I used to soak rags in diesel and tie them around my boots. Poor man's way but it damn sure worked.
I just use Deep Woods Off (~90% DEET?) up here in NE Texas. Seems to keep them mostly at bay.
A couple of the construction guys I work with use those dog flea collars. They cut them in half and wrap them around their ankles.

Yep^^^ I am in construction and had a project in the middle of the woods once. Kept dog flea collars around the ankle part of my boots and no more chigger problems.

I might be misreading your link but I am reading it as a larger percentage of black receive food stamps, but I believe the total number of whites is greater.
If you go by sheer numbers, maybe, but American population is 78.1% white, 13.1% Black according to the 2011 Census. So, there's that.
