Penalties or no penalties, the Eagles are doing whatever they want to us. They can get 5 on the ground every play. They can throw it deep and put us in bad man to man matchups. They can sneak it for a yard+ anytime they want.

But when you are dealing with a fixed game, the NFL tweaks it at the end. If the Eagles get a big lead, the refs will call a few penalties on Philly. Then the NFL can say "each team had 7 penalty calls, you can't complain".
