Then they still have timeout in pocket. They call timeout at 1:55

Philly could have done that at any point during that possession so no harm calling the TO before the 2 minute warning.

Third down after the 2 minute warning is the same give it take a couple of seconds as second down and a TO. They saved a couple of seconds that may matter.
