So I am looking into a second career post "retirement" from law enforcement and am looking into certification for LMRT.

Is there a tremendous difference in to full X Ray tech vs the Limited LMRT?

Thinking about starting with LMRT and then working towards the X Ray Technician after getting my foot in the door.

Anybody in this field who has some advice?

I am a nationally licensed x ray tech.
With that license, you are able to work in any X-ray position - orthopaedic clinic, hospital, etc... You would also be eligible to cross train to other modalities such as CT, MRI, ultrasound, etc...
With a LMRT, your job opportunities will be less. Employment would probably be with an urgent care where you would also be expected to do other duties, such as reception, medical assistant, or lab.

Thoughts on getting RCIS certification to work Cath Lab? That is super intriguing to me, but I've read you can still work in the cath lab with the standard Rad Tech certification

I would go for the full cert. You will have many more (and more interesting) job opportunities. With the limited I believe you are pretty much stuck in a Dr. office or urgent care, which will get real old real quick.
