I don't know the legalities here, maybe aggiehawk or other law-types can help us but this is what I saw.
Fantastic news if true.

$103K H-1B fee will stay.

USCIS is self-funded. It doesn't use tax payer money. 96% of it's budget comes from application & filing fees.

A tiny 4% comes from tax, for specific programs like E-Verify, not for BAU operations.

Been Indian for a long time. That's where a lot of them first moved to and took over before the more recent North Texas invasion.
