Cabinet members often take the fall for failures, whether by getting fired or being strongly urged to resign. Sometimes it's because of their own ****-ups, sometimes because of failed policies generally, and often a mix of both. Bush fired Paul O'Neill, Obama had three or four resign. Nothing new under the sun.
