Some underling put out a statement to cut the money and the boss nixed it. Happens all the time in the work force. Perhaps the OP should join the work force and find out. ; )

When all agencies and groups receiving funds are notified of the sudden cessation of the funds, and then they communicate 2 days later that "oops, we're not doing that anymore."
