When all agencies and groups receiving funds are notified of the sudden cessation of the funds, and then they communicate 2 days later that "oops, we're not doing that anymore."

For your OP, we need to cut more, not less. I'm willing to bet only a tiny fraction of this budget actually helps anyone. The rest, just like most government programs, goes to line the pockets of politicians, bureaucrats, and lobbyists to perpetuate its existence.
