I think this is a crux of the issue here. The state of Minnesota has set up these fake businesses that do nothing, produce nothing, and help no one as an excuse to bring them here to avoid being declared "public charges". They receive public funding to make them appear to do something, in exchange for kickbacks to Democrats.
I dont know how you can skirt around the issue without declaring this as corruption at the highest levels.
