You shouldn't laugh, he's completely serious. Only the success he is advocating is not economically to "the people", a reduction in crime, the increase of liberty for Joe Sixpack or the provision of basic, essential services.

Rather the success he expects is enrichment of democrat politicians and cronies, the fundamental transformation of a constitutional republic and semi-capitalist state, an increase of the dependent slave plantation of the Democrat party and insurrection against a constitutionally elected president.
