In Virginia, its only a handful of counties. Most of the state is red, but Northern VA is like Chicago and Seattle, it just overwhelms the rest of the state.

Prop 50 is supposedly some "rebuttal" to Texas. But would this basically be distorting California's own elections in a novel way? Redistricting by the majority party is almost routine, and probably why CA is a one party state anyway. How does this add to that?
