This happens all the time. Data center project was shut down for a slur in a port a potty. They installed cameras to monitor and made every executive show up for debrief and 2 days of training form every worker. GC are screwed if they don't or if they,do. Sure. Do an investigation, but limit it to the sub contractor whose equipment/gear was involved, and the complainant (if different sub). GC keeps the project moving forward. IF there is something to it, it will likely be a prank or beef between two individuals.

IF it's anything it's a candy-a** new guy that can't take the joke, or is being subtlely told by coworkers to go somewhere else and find a new job because they don't like you. Appropriate? No, but construction/blue collar isn't known for niceties. I've seen guys nicknamed "4 fingers." Why? Cause he ain't no hand. The kid was slow and unreliable, and he's gone.

If I had to bet lunch on it. It's a loop on a rope left hanging somewhere, likely with the crane and rigging guys. Someone is a terrible worker looking to start nonsense over nothing and needs to be off the crew.

Probably a guy rope, part of a pulley, or similar perfectly normal construction site rope usage.

As a gen X kid in the 80 a noose wasn't racial. We only ever saw nooses in old westerns and they were hanging horse thieves, not blacks. The only other time you ever saw a noose was at Halloween as a ghoulish prop.
