Question for those that know the French system, does the judge of the court of asylum really have the authority to rule on national policy or can this be overruled by a higher court or executive action?

Edited to say I looked it up and the court of asylum can be overruled by something called the Conciel D'Etat , whatever that is.

If the answer is "no" then I feel like the French are screwed . They may already be screwed anyway but this would just accelerate it … considerably.
