The Malthusians have been talking about this for decades, that for some reason there are too many people and most of us need to be eliminated. That the population needs to be limited and carefully controlled, as if we are some invasive outside force and will naturally grow in numbers and consumption until we cause catastrophe.
This argument has been around for centuries, and because there is some validity that excessive consumption can in fact cause major problems gives the larger dogma the appearance of legitimacy. A set of nihilistic secularists anti-humans have really run with it as hard as they could. They see humanity as a plague instead of a natural part of the environment and planetary system from which man emerged and hold man alone to a different standard. It's really strange but attractive to some narcissistic nihilists
There doesn't necessarily have to be a grand conspiracy like a Bond villain to do this. Rather it is often an inspiring consideration for many secular political movements, that humanity is a net negative and an agent of harm compared to nature, or the natural environment, that we are naturally and inherently destructive unless we can be reduced to our primitive state, numbers, and influence on the world around us. They don't necessarily plan to destroy most or all of us but they certainly often want to impose great constraints on humanity. Marxists of various flavors and environmentalists and various cults have referred to this matter in their ideological considerations.
