I think what DOGE has taught us is that NGO exist to do things the government can't directly do. If you're an NGO and you're entirely funded by government you aren't really NON-government, are you?

Many universities' master's of public administration and master's of public affairs courses provide instruction to students who want to operate non-profit organizations, such as non-governmental organizations. More and more students are using these government master's programs to learn how to run NGOs and how to siphon money out of federal, state, and local governments to operate the NGOs.
