Yes. You have a point. She should after its all recast. 9/11 didn't require a `Patriot Act' -- only a more KGB or Mosad style response to rolling up terrorism. Not the ask permission kind that would later pass up a chance at OBL. Another thing required was not another agency, but reduction of intel redundancy and merging where there was no such as non-shared information over turf wars.

Sure. After exposing a crime, present VERIFIABLE evidence in Court during a trial that holds up to scrutiny and cross examination that proves laws have been broken. Allegations of criminal behavior with claims of evidence are a good place to start but when the Court asks to see the evidence to determine if it justifies going forward with a trial you have to deliver. A lot of allegations have fallen apart because the evidence either never actually existed or turned out to be bogus.
