The great thing about AI is that it can be built to do exactly what you want it to do. Not all AI's are the same. The people working on this know what they are doing. They are some of the best and brightest or they wouldn't be working for Musk. Musk is running far and away the most advanced businesses in the world. SpaceX and Tesla have done things that no one else has. He couldn't have done it without having many of the best work for him.

They are likely continually refining the AI that they are using to do exactly what they want. The key to an advanced AI is all about the prompts you give it. So in theory, the AI is only as good as the person that built it.

Well if the money has to be spent by end of fiscal year, then just pay down the debt with it. I don't believe Congress has allocated how much has to be spent for what program; it's just a lump sum for the agency to dispurse.

this - just make a statement on how paying the debt will help keep the US from defaulting and therefore it will help other countries that rely on the USD. Therefore, USAID is fulfilling its mission as directed by congress.

Just declare every American taxpayer as a grant recipient and return the money back to the people if it has to be spent. Give it back as a multiplier on actual taxes paid on their returns.
