Here's the short version.

1) Required that every single Vice Chair position be filled by Democrats, and allocated thousands of dollars to be awarded to these Vice Chairs. Functionally, the new rules makes Vice Chairs co-chairmen of committees.

2) Created 12 new "permanent standing sub-committees" which could also be chaired by Democrats, which the speaker will be allowed to refer legislation to.

In effect, instead of having the Dems control 8 committees where they could set the agenda and the Republicans the rest, we traded that away for joint control of every committee where they Chair and Vice Chairs have co-equal power to run the committees.
Yep. That's what I am reading too.
Quote:

TEXAS HOUSE: The story of the week is how Texas Democrats voted to ban Democrats from serving as chairs in the House. Why would every Democrat (save one) vote to prevent members of their own party from running committees? Simple, the deal they cut to help Dustin Burrows win the Speakership gave them complete control of the legislative agenda of the House.

RINO Speaker Burrows allowed his allies to vote for the so-called 'Ban on Democrat Chairs' by increasing the power of Vice Chairs and banning Republicans from serving as Vice Chairs. He also gave Democrats the chairmanships of Subcommittees. Finally, he used taxpayer dollars to pay off the Democrats by giving Vice Chairs $4,000 a month (they've never been paid in the state's history).

So as you get text messages from your Republican House Rep bragging about how they voted to 'Ban Democrat Chairs' remind them that they vote to give Democrats control of the legislative agenda of Texas.

The one possible bright spot is the fact that there are 25 Republican House members who claim they will block all legislation (it takes 25 to block) until this situation is rectified. Sadly, I am skeptical as to whether they'll have the intestinal fortitude to challenge Burrows rein of terror.
So, every single Dem voted against Dem chairs, so that they could empower themselves via vice-chairs. Clever ****s, those jerks are.

The Texas House remains just a complete disaster. No defense for these people.

The Texas legislature is a freaking miracle. We are one of the most conservative states and vote so for decades. And yet somehow a minority dem party maintains power because we have moron Republican legislators like my own Jeff Leach, who needs to be primaried.

On top of voting to empower democrats our good and faithful republican reps also voted to require facemasks for committee meetings and floor sessions. That lunacy alone should tell anyone with a lick of common sense that the inmates are running the asylum that is the Texas HOR

And lacy hull who will be primaried as well. I'm not even that angry at dems, my contempt is wholly for the "R"s masquerading around like they're principled true conservatives when all they really care about is their power in the legislature and getting invited to all the donor & lobbyist parties.

Everyone needs to tell the Republican State Party to **** off! My rep is one of the good guys, but I'll likely be finding a Conservative elsewhere to back in the next primary. What a bunch of Rino ***holes! And they can take their Dem stooges with them!

Why do you constantly defend reps defying their constituents and flat-out lying? Do Texans not deserve to be represented by their representatives? I realize you have ties to the House, but how is this defensible? They have lied and lied and lied to us.

Of all the political bull$h!t that I've seen play out over the last 4 years of the Biden administration, this Texas HOR clown show pisses me off more than anything else. We are Texas, we are a RED state. Deep red, as we showed last November. Yet due to this cabal of jackwagons, and the spineless reps who refuse to fight their tactics, we are stuck with very little true conservative legislation that advances our agenda. Frickin ridiculous...

Meaning things like they can place a hold on any legislation under consideration by the committee. So things like school choice can be held up in committee by the vice chair of the education committee placing a hold on it without it ever making it to the floor.

I provided a list of votes for HR 4. If I understand this correct, Yeas were for this democratic chair nonsense. Go find your legislator and let them know how you feel. Mine is Ashby....grrrrrrrr.

REASON FOR VOTE

Representative Lowe submitted the following reason for vote to be printed in the journal: I am disgusted that the process of fair debate was eliminated in an effort to concede power to the minority party. This is not how any legislative body should operate, and I firmly reject the Democrat Empowerment Act of 2025.

HR 4 was adopted by (Record 10): 116 Yeas, 23 Nays, 1 Present, not voting.

The vote for HR4 was a vote to give even more power to Democrats on committees and even chair permanent subcommittees. It could be interpreted as following the "Letter of the" Legislative Priority to Ban Democrat Chairs.

The vote against HR4 was the better vote and would follow the "Spirit of the" Legislative Priority to Ban Democrat Chairs in that it opposed giving Democrats more power on the committees.

The County Executive Committees(CEC) are the ones voting on censures and should be knowledgeable enough to determine the intent in conjunction with the Speaker vote.

Todd Hunter was supposedly behind the Democrat empowering rule change.
Dusty Burros refused to recognize Tinderholt's call to delay the vote on the 250 page document sent out at 4AM that morning.
Jared Patterson was instead recognized to "call the question" which cut off any debate or amendments.

They will ultimately be judged by how much conservative legislation is passed and the the quality(not watered down).. Keep an eye on the legislation that the Senate passes vs. the House and the pace of assigning committees and voting on bills.

We have a Republican Senate but the House is run by the Jackass Burrocrat Party.
It could be a long 2 years.

The Texas GOP is flaunting their anti-conservative desire for power over people and she's choosing to be obtuse over the subject. Good luck righting that ship .

Pretty ballsy for these traitors to openly defy the will of the majority of the voters in a state with a proud FAFO persona. I get that we're no longer the men of action that our forefathers were… but its like they're openly searching for one man of conviction and opportunity in a pool of 10M…
