Why would we be agreeing to remove the limit instead of lowering the budget so we don't get close to it? Because they'd rather not argue over that, it keeps them from spending more and more money. Removing the Debt ceiling is giving cover to all involved to argue over increasingly larger and larger debt. Deal with the real problem, not with the "ineffectual limit".
