If he was self employed, then yeah... I would expect him to tell Biden to F off. But in this case, the CEO of my organization didn't have only himself to worry about. He had a bunch of employees, shareholders, and warfighters to worry about too. If my CEO did what you wanted, then we would have lost all government business awarded for 4 years (which in our case is pretty much 100% of it). That would have put a ton of his employees out of work and screwed over shareholders and warfighters.
