Imagine a celebrity settles a matter out of court just to be pragmatic. Maybe they can settle for an amount that is way less than the cost of attorneys, damage to public image, etc. (even if they win). It's easy for us to say "obviously they're guilty". Not speaking to specifics here, but if somebody is well into the back half of their life and dealing with accusations, and a pardon allows them a better life for whatever they have left, why wouldn't they take it? By itself, that doesn't make them guilty.
Now, since we are talking about DC swamp creatures, they're guilty as hell, pardon or no.
