My wild azz guess:
1. Suspect had no known or questionable source of income. (Thus - "managed asset")
2. Only reason we know who he is...sgl bystander snaps pic of his license plate. (Plan goes awry)
3. Suspect has extensive police record...but no jail time. (Again - "managed asset")
4. SS desperately in need of "diversion or image bump" to redirect public's glaring questions. (Thus - "Plan")
5. SS Plan - employ someone to "pretend" to be a 2nd assassin and subsequently, SS "pretends" to make good.
6. "Someone/pretend assassin" = available CIA asset, who's been shielded from prosecution and managed financially ($$).
7. Note...zero shots taken by pretend assassin, runs to nearby vehicle as planned and makes get-away.
8. Plan ruined by bystander with phone.

Sadly...we'll never know.
