Both parties can send in poll watchers, and usually do. What we have to ask is where the line is drawn between simple observation, and intimidation/interruption of the process. This photo can, on one hand, look like they are trying to hide something, and on the other like a worker seeking to protect those counting the votes from being distracted from their task.

No, in some polling places like the one in the OP, observers were not allowed to observe. They could see the ones counting, but they were not allowed to be close enough that they could see their work. That, of course, is what they should be able to see.
