I'm thinking he has no aspirations to run for future POTUS and so nothing to lose if the Harris campaign gets landslided. He may have been the only one of the top 4-5 candidates that would take it. He shores up a state that the Dems were likely to win anyway but I understand is also popular in Mi and Wi. I didn't think they'd pick Shapiro because of his Jewish background and even if they did he may have turned them down because he does have future POTUS aspirations, The whole thing turns out to be a non event for the most part.
