Don't know about the "extra votes" thing but I would be against it.

I was going to say people who don't pay any federal income tax have no skin in the game. I would bet people who believe in the rapture probably donate more to charity than people who pay no income tax so I would say they do care. Guessing most pay income tax and donate more.
