If the Fox graphic is correct in showing the placement of the shooter, there is a window for a second shooter directly above and in line with the shooter's line of fire. If the snipers were in that two story building, they could take out the shooter with a blow gun.
Things just don't add up.
Edit to add, a sniper team posted on top of that building would make a lot more sense.
