Don't think that's at all what happened. Shooter was on a roof outside the rally. Those hit at the rally appear to be victims, hopefully from the bad actor and not SS.

If you haven't watched the bbc interview linked earlier in the thread, do so. The reason the snipers reacted so quickly was that people had already pointed out to police and the Ss the guy climbing up the roof with a rifle before he shot. He was shielded from the snipers by the roof angle until he came over the top to shoot.
