I'm probably completely wrong, but from what I understand, this is a fairground, with lots of buildings. It seems that the shooter managed to get a rifle on top of a building some distance from the stage, outside the security perimeter for the crowd. It could be that a weapon was placed well in advance, or something like that.

Was outside the event on a roof. Still questions to be answered there but it's not like shooter was stage left.
