What would be the point of locating a semiconductor fab on a college campus? I could see if it was a research facility, but not with 1800 workers. And most of those jobs would be non-degreed positions.

I suspect this is something coming out of the CHIPS act.

RELLIS has a lot of very flat, open land. That probably has about as much to do with it as anything.

can someone explain like I'm five, why do you need property tax abatements on land owned by the state (RELLIS)? Isn't it already exempt from property taxes?

In addition public entities often pay PILOT (payments in lieu of taxes) to entities that are forgoing tax revenue because of their presence.

This could be some form of abatement on PILOT payments.

It would be one thing if an existing company or a group with semiconductor experience (which this guy doesn't have) wanted to build a fab to onshore existing work that is going to TSMC and elsewhere. This is a start-up with big plans.

It just screams boondoggle.

10 billion is a lot and also not a lot for a fab. The biggest and best company out there making the heart of a fab tech is ASML. Their latest machine costs $380 million and I assume its easily 10x that cost to build out the rest of a small fab around it. But researchers don't run fabs. And fabs run 24/7 to keep the lights on. This thing is gonna be expensive to just run graduate research projects.

The only way this isn't a boondoggle is if its a strategic investment in AI research that the military just does not want even American or Taiwanese industry touching.

My question is then, why isn't this attached to a national lab? A&M has the same problems with potential leaks that industry does. No real security clearance, air gapping or remoteness. Los Alamos doesn't have a problem with chinese spies hitting up the engineers at the bars because A) there isn't a big bar scene in Los Alamos, and chinese spies stick out like a sore thumb there. But bigger cities do have this problem and washington DC is bad. Its practically a meme about wearing a lockheed martin badge to a bar in DC and getting chinese women's attention. Universities are easy for international graduate students to exist and be flipped for information.

Seems like there needs to be a lot of vetting before anyone is going to be allowed to touch. I do know the Army futures command absolutely blasted A&M for their 'hiring practices' when they came.

In the scant public material that has been released, has there been anything to suggest association military, national security or classified technology?

In general, I think there is a national security risk having so much IC fab overseas, even for commercial applications. I think moving more of it back onshore would be a good thing. However, I'm highly doubtful this project will make any dent in that.
