Title IX was part of the Educational Amendments of 1972. The Educational Amendments of 1972 were enacted to amend the Higher Education Act of 1965.

Both of these were passed by Congress.

As these are laws passed by the Legislative branch, they can only be amended by Congress in separate legislation. The judicial branch has the power to strike down parts of legislation which violate the Constitution.

To my knowledge the executive branch has never had the power to alter or rewrite federal law at any point after passage in Congress.

I'm open to correction with facts and I won't be offended in the least.

Our country was founded by flouting insane and unjust British laws because a king across an ocean was making laws without the consent of the people.

The founders stated it was the duty of a people, if their government refuses to hear and address their grievances to replace that government with a different one.

Flouting the rule of law when it is unjust or when the law is made without the consent of the people is a very American thing to do.
