Clear is BS. Who gave them the right to barge in front of everyone? I get the pre-check as it is government handled but Clear is selling something they shouldn't have the right to sell. Also what happens when everyone signs up for Clear? They will just up the prices more for those who can afford it, thus making the whole cost of travel inflate exponentially just for a middle man to make bank while the rest of us suffer.
I agree with the principle, but from a purely layman's perspective as I obviously don't handle airports as a FT job....
Airports... owned publicly, privately or a mixture of both.
Security... Generally handled by TSA, but if the airport decides to go with a private contractor, that's acceptable but said contractor has to meet or exceed TSA standards.

Clear.... publicly traded company that contracts with airports and as part of their contracts, allows their clear members to go to the front of the TSA pre-check line.
Again, I don't sit here and profess to know the specifics and ins and outs of private contracts, but it's your hometown airport (statistically IAH, HOU, DFW, or DAL) that allows Clear members to be line-cutters.
