It has been my experience that people that start **** like this and/or call HR over trivial stuff are generally useless employees that no one pays attention to or they out right ignore. They are seeking attention and power over others. You need to identify them and get rid of them at the first opportunity. Otherwise you will be wasting time, money and resources dealing with the crap that they stir up.
