The difference between 2% and 8% of the total vote in Georgia is 94,000 compared to 376,000. The first number of 94,000 is not enough to overcome Trump's 103,711 lead. Which explains why Raffensperger said that. Even if all of the 94,000 were solely Biden votes, still of 9,711 Trump lead.
The alledged final tally was 11,779 Biden win. 2,068 difference. What about the military, overseas and provisional ballots which had a later deadline?

(Atlanta) - With counting continuing in numerous counties throughout Georgia, Secretary of State Brad Raffensperger said that as of 3:00 p.m. today there are approximately 8,400 military and overseas ballots (UOCAVA), and 14,200 provisional ballots outstanding.
