It appears that Robert Card attempted to buy silencer, or a noise, suppressor at a local gun shop and failed to fill out the proper paperwork, or refused to sign the proper paperwork and walked away
Evidently Card had purchased the silencer online and had it sent for pick it up at the closest dealer, Coastal Defense, which was one of the largest gun stores in the area.
On August 5th, Card came into the store having already having a Brady on file from a previous purchase but had to fill out the federal paperwork required to but certain firearm accessories like a silencer.
On one box of a form required to complete the transfer, Card's answer caught the attention of the dealer. In the question "Have you ever been adjudicated as a mental defective or have you ever been committed to a mental institution?" Card marked with an X, indicating "yes."
Rick LaChapelle, owner of Coastal Defense Firearms, said his staff let him finish filling out the form, but he didn't sign it, so they told him they couldn't give him the suppressor at that point in time, and didn't release the silencer to him because of the answers he gave on the form.
