Iran is doing the same thing they did before. Making sure everybody knows what they are about to do and has time to get their defenses ready. The worst thing Iran could do for themselves right now is to successfully attack Israel. With the mood Israel is in, successfully hitting Tel Aviv with a ballistic missile from Iran might be the beginning of the end of the Ayatollahs' reign in Iran.
Iran wants to do what they did before, launch a bunch of missiles and drones and let everybody in the ME shoot them down, then tell their citizens it was the Great Satan that stopped their attack from being successful. Israel has made an example of the Houthis by destroying their port infrastructure and fuel storage. Iran would quickly be back to the Stone Age without their petroleum export facilities and they can't have missed the message being sent via Yemen ("people who launch ballistic missiles at Israel lose their ports").
