This is pretty accurate. I moved to Portland in 2005 and still live here. I don't know anyone that isn't pissed at the state of things. Vocal minority and ****ty local government are killing this city. The silent majority is finally becoming more vocal. I think things will turn for the better, but there's a LONG road ahead to recover.
Why wasn't 110 put on the ballot again to remove the effective legalization of hard drugs then? Perhaps I'm misunderstanding the situation, but I find it inconceivable that there are OD's all around the city all day, open air drug markets, people defecating* in public, crime up, homelessness up a staggering 50%, none of the backend support the all but legalization 110 was sold with (mental health, rehab, what have you). Etc. - I think it's policy built on a fantasy anyway, but even if it had a chance to work, it can't, because it's only halfway implemented really.. the destructive part..

When 110 passed, it was funded by a weed tax to build rehab and other infrastructure to help. $300m / year later in tax revenue, no infrastructure to speak of, and no idea where that money went:

La Mota owners are on the run. Kotek is also all wrapped up in this, but hasn't stepped down (but happily took all those donations).
