Well more like a guy who loves his wife and kids and doesn't want to have an affair, but needs to relieve some 'tension'.

Saint Augustine said something like prostitution was like a sewer drain that relieved that kept the city from getting backed up.

You must consider the trade-off with such punitive laws. I suspect there would then be underground sex parties/swingers parties/speakeasies. When we have mental illness running amok, and way more heinous crimes that go unpunished, I don't find it palatable to then add more problems for peace officers.
