I have never understood why we don't just make the EASY solution here.
There are NOT just two choices.Split the difference, move it half an hour between standard and daylight time. DONE.
There are many timezones that operate on half hour or even quarter hour boundaries. And computers/calendars now make all these adjustments or you phone adjusts when you land somewhere.
I currently deal with a support organization in Bangalore India. They are +11.5 hours from my time. It's no big deal. And why are they +5.5 UTC???? Because the country spans +5 and +6 and they split the difference. LOGICAL.
Australia has states on :00 and :30 and :45 boundaries and they can deal with it.
