It's common sense. These are either foreign or domestic aircraft/objects that are being used to test us and our response. The government "not ruling out" anything ET is just pure diversion to keep another layer of distraction in place. The fact that that has to be explained just proves that their statements are effective.
This seems to be an attempt to distance themselves from the statement made earlier by NORAD Commanding General VanHerck that they have not yet ruled out Aliens or Extraterrestrials in relation to the “Objects”.
