Not a legal requirement, is my understanding.
I bought a glock for my wife, she filled out the paperwork because it is her gun, and I paid for the gun with my credit card. Zero problems,
However, I would bet that if I had not been present, and my wife tried to pay for the gun with my card, it would have gone against almost any company policy.
If you really want to know the answer to this with references, post it on the outdoor board, you will have 75 responses by the end of the day, and likely 2 or 3 from gun dealers that know all the minutia of these types of laws.
Now, if Grandma had bought the gun for the psychopath, filled out the ATF form with her information, but had used money from psychopath to buy the gun, and then gave the gun to psychopath, that would be a sham sale, and very directly against the law.
Sham sale is when person A fills out the paperwork, but the real person the gun is for is person B, and person B paid person A the money to buy the gun.
