There may be more police units available downtown due to SXSW going on this week, so they may be able to get someone out to him faster than normal (these days...).

I'd try to help from a distance. If he won't listen, or calm down, back away. Call the cops or EMS after. Who knows what guy might do. Might take a big crescent in your back pocket just in case.

I respect that concern. I was not criticizing you either. Obviously, could be a safety issue. If he is scratching and stuff..... may be a health issue too.... a lot of these meth heads have things like scabies! My wife is a nurse and caught it from a meth head/homeless patient she had to treat at big Baylor Hosptial in Dallas once. It's gross.

Is there any Christian ministry in area that can be called to help that has expertise in this area?

Not familiar with Austin's Biblically based services that deal with this.

While a deadbeat right now, maybe he can get help and be decent person one day

I have had my troubles with Drug/Alcohol abuse, would be dead right now if I didn't have family and friends that support me. It is an everyday struggle, I do not struggle with it everyday, not what I am saying but all it takes is one bad day, one hit and I am back on death row.

I hate AA, won't go unless needed. But they are correct about one thing, one day at a time

Obviously the answer is to call a social worker

Police (how we are moving in the direction of abdicating law enforcement to untrained therapists incapable of having any influence on an inebriated mind is beyond me) and detox, which may then lead to mental health treatment.

I have lived with meth addicts. I've worked with meth addicts. On multiple occasions drug addicts lashed out at my wife, attempting to hit her while she was jogging, and I have witnessed one put his hand through a 7-Eleven window in an explosion of unforeseen rage. And then there are the stories of addicts, mentally ill or both, fatally taking the lives of unsuspecting victims.

They may be sons and daughters of our Heavenly Father, but in their current state they are a danger to themselves and others.

Maybe you can call a TV station and get them involved. EMTs turning on their siren to avoid getting involved is pretty low.

What part of the city are you in? There's a hospital on 15th, and another on 32nd if you're near I-35.

If you're closer to MoPac there's one on 38th, and another up near the Domain.

The idiot city council removes the camping ban and almost overnight the homeless/druggie population multiplies. In Austin, meth is only one common street drug. It could be K2, wet, or some other combo that keeps popping up with SXSW. It could also be a drug/mental health combo.

Police will show up if you call 911. The situation with their responses has been overblown in the news. At the very least, they'll code it as a medical call and just send EMS with police monitoring to see if they're needed.

Don't try to help the person on your own. If they're still breathing and/or not harming anyone else, then the only issue is being high. Neither the jail or ER will really help them. Both just let them sober up enough to get kicked back to the street. This is not worth you safety.

Ironically, the best resource is the social worker. This is who works to get the person set up with long term help. They're most helpful with linking in the local MHMRA (Integral Care), Community Clinic, or housing resource. If you really think he's having an emergency, you won't be wrong for calling 911 and letting first responders get the person linked with additional resources. At worst, you've created a paper trail to get the person on the radar.

If you don't intervene, the person will most likely stay high, sleep it off, then repeat. It's a vicious but fairly normal cycle in today's ATX.
