Military equipment doesn't have to be terribly expensive. Especially ground equipment. To me this reads that we are willing to hold off on the most impactful sanctions to see if there is an attempt to push on Kiev and greater Ukraine or just take the recently recognized "autonomous" border regions. This essentially signals that we're willing to ultimately accept Russia taking the border regions.
