Arrests were recategorized as catch and release, effectively, and we see an absolute flood of reports and stories about captured immigrants who all claim asylum or other protections being shipped all over the country to "await a court hearing". They're not being held for that hearing, but released. I believe as many as 85% fail to show up for hearings, based on the last analysis I saw. Now, with the court ruling requiring catch and return, that may finally slow a little, but the administration contested that reversion to the previous effective policy. There are a vast number of stories about the poor condition of border security out there right now, and things are so bad even border city Democrat politicians are complaining the enforcement is too lax and inadequate, and reckless.

Basically, arrests are up because there is an absolute torrent of border crossing attempts right now, and they're coming nowhere near close to catching them all, and many they have been catching, they were releasing into the interior.

That is a very dubious statistic. The DOJ's preferred metric says 44%, and that stat is difficult to verify because immigration court records are secret. Many do not make their date because of the 'remain in Mexico' policy the and inability to maintain communications to receive their date.
