Biden has to give them the answers, then the "media" submit their questions in order to prompt the answers. Then it goes back and forth until the questions to be chosen are polished and finalized. Afterwards, a bit of time to practice, staff writes the answers down on note cards in large font, then all is ready for the "Press Conference".
