I don't even think Google runs datacenters in California. Pretty sure I read recently that they operate their servers in Oregon in a facility built on a river where they can generate hydropower or something to that effect. The power needs are just too expensive to operate there. Bottom line is that California politicians hate anyone and anything that's productive, even those people that vote for them. I doubt they turn into datacenters. Those are highly specialized facilities, and your typical office building is not built to accommodate everything necessary. It would probably be cheaper and easier to just build a new facility and turn some of those office buildings into mixed use residential/retail/office.
