Not for whatever reason. It was initiated because the first cop thought the car didn't have a license plate and because the windows were apparently tinted too darkly. They considered it potentially dangerous because the Lt "eluded" them by driving an extra distance to the gas station.third coast.. said:

EDIT: and yeah, this is just one section of the story - need to se the whole thing. But the cops have lost their composure by this point.

Considering how much of a hotheaded lunatic the first cop was, I too would be terrified to unbuckle my seatbelt and then get lit up with bullets under the guise of "I thought he was reaching for a weapon."
And the Lt even said he was afraid and the cop was like "yeah you should be." What a power hungry psychopath. Needs to be fired yesterday.
