It turns out, perps saying "I can't breathe" is a pretty common thing now. It is a way to put the police on the defensive and maybe buy yourself some time.
Other perps will also fake unconsciousness as a way to possibly catch the police off guard and get away.
A guy like Floyd who had already been in the big house had to be panicking because he didn't want to go back. When you're desperate, you might try anything to get away.
p.s. The jury will never hear this, but Floyd cried out for his mom when he was arrested previously. That was kind of his thing.
