We need better software to zoom in and examine the footage. I certainly think this is suspicious especially considering the body language, but could also see that possibly being a lighter and her fixing to take a smoke break

Point remains, if that is drugs, you seem ok with the people counting votes being high as a kite.

If that is drugs there's no reason you'd want them immediately in a voting facility unless you were about to use them.

At least you are admitting it was an illegal handoff of some sort. There a couple of reasons why I don't think it's drugs. First off, they are in the middle of a voting facility. Why would you hand-off drugs there? It'd make way more sense to do that on a break where there are less people in your immediate vicinity (you know how most drug hand-offs work). Second, if you take into account this lady's other activities throughout the day it makes sense that she's getting a USB drive here.

What else did she do throughout the day that you know of?

Character assassination??? Don't be such a drama queen...... We are merely taking their actions in these videos coupled with the larger body of evidence and applying them to the bigger picture in regards to fraud, the voting procedure and the issues that have been found thus far.
